Fahey agreed if the two assistants are <br />together putting in more than 2,080 hours in a year, it <br />may be time to go to a full-time assistant. <br />On page 23, the City Administrator pointed out that <br />paragraph J. was an attempt to address the extra hours <br />put in by department heads. The Administrator felt <br />that the additional week of vacation would provide more <br />accountability. <br />Morelan felt this suggestion a fair one. <br />The Director felt it went a long way in addressing the <br />injustices of the City Administrator and PW <br />Superintendent positions, but not his position. This <br />is because of the total hours he consistently puts in <br />due to the structure of his job. <br />Pedersen asked if the Director were required to be on <br />the job from 8 A.M. to 4:30 P.M., and suggested that he <br />start each day at 10 A.M., for example. <br />The Administrator felt that the problem was work load. <br />The Director reported that he consistently works 50 <br />hours per week, and did not believe the Department <br />would offer good service if he came in at 10 A.M. each <br />day. <br />The Administrator pointed out that addressing the comp <br />time issue does not resolve the problem of the Director <br />putting in 50 hours per week. <br />Fahey suggested that a summary of the hours the <br />assistants are working be put together. Fahey did not <br />believe the City should burn out the Rec Director <br />because the assistants are only available at night. <br />The Administrator did not believe this discussion was <br />relative to the Personnel Policy, but rather an issue <br />of the structure of the department and the work load. <br />Scalze pointed out that the City has one assistant who <br />could probably work more hours. <br />LaValle suggested that the Administrator and Director <br />7 <br />
