MINUTES <br />CITY COUNCIL <br />FEBRUARY 8, 1995 <br />Pedersen noted that if non-residents could be members <br />of the Fire Department, City employees could be <br />potential fire fighters. Pedersen pointed out that <br />City employees spend a lot more time during the day in <br />the City than a typical resident does. <br />Hoag reported that Roseville is allowing people who <br />work within the City to join their fire department. <br />LaValle pointed out the time necessary to perform the <br />duties of Fire Chief, and the time that the Director <br />has indicated he must spend at this job. LaValle <br />questioned that the Director would have adequate time <br />to perform the duties of Chief. <br />Fahey indicated that it is conceivable that the <br />Department would have both an administrative chief and <br />an operational chief. Fahey felt the Director would be <br />able to perform the duties of operational chief, but <br />the current policy does not allow multi-department head <br />status. Fahey felt that feedback from the Fire <br />Department was needed on this issue. <br />Morelan felt that the policy sends the wrong message to <br />the community. The City is telling the community it <br />wants volunteer fire fighters, but the City is <br />precluding department heads from serving in a multi- <br />department head status. <br />Scalze suggested that at some point if the Fire <br />Department were a City department, perhaps City would <br />provide a part-time employee to serve as Chief. Scalze <br />also expressed concerns about overworking an employee <br />who it appears is already overworked. <br />Fahey pointed out that some people thrive on a very <br />active lifestyle. Fahey again suggested that these two <br />provisions in the Personnel Policy be sent to the Fire <br />Chief for comment. <br />At this point in the meeting, 7:35 P.M., the workshop <br />was adjourned. <br />_ ~__ - :. <br />I.
