MINiITES <br />CITY COUNCIL <br />FEBRUARY 8, 1995 <br />discuss with the assistant her availability to put in <br />additional hours. <br />Since time was short and there will be need to schedule <br />another workshop to continue review of the Policy, <br />Fahey suggested that between now and the next workshop, <br />staff obtain comments from the Fire Department on the <br />provisions addressing multi-department head status and <br />Fire Department volunteers. Fahey also suggested <br />modification of the language in paragraph C under Fire <br />Department Volunteers so that a fire fighter/employee <br />responding to a fire call during normal work hours be <br />required to notify his or her supervisor as soon as <br />possible. <br />The Administrator reported that he would like the <br />employee to make a best effort to notify a supervisor <br />prior to responding to a call to avoid instances of <br />leaving a worksite unattended, or a fellow employee <br />without safety backup. <br />Fahey agreed, but pointed out that it may not be <br />possible in every circumstance to notify a supervisor <br />prior to responding to a fire call. Fahey also felt <br />that the Fire Chief could release city employees from a <br />fire call if after responding it was determined that <br />that fire fighter's presence was not essential. Fahey <br />again suggested obtaining input from the Fire <br />Department on these issues. <br />With regard to the multi-department head status, Fahey <br />indicated that he did not know the intentions of the <br />Park & Rec Director in this regard. Fahey pointed out <br />that there are not too many people available during the <br />day with the interest and experience to be Fire Chief. <br />The City has been fortunate over the last 20 years to <br />have had such people serve as Fire Chief. Fahey stated <br />that he did not want to see the Council create a policy <br />that would preclude the City from getting good fire <br />service. <br />Pedersen asked if someone had to be a resident of the <br />City to be a member of the Fire Department. <br />Fahey stated that the Fire Department's by-laws require <br />this. Fahey also pointed out that it takes 20 to 25 <br />years to develop a fire fighter into a capable Fire <br />Chief. <br />8 <br />
