MINiJTES <br />CITY COUNCIL <br />FEBRUARY 15, 1995 <br />Scalze felt that one thing that was needed was a family <br />restaurant. <br />Fahey felt the driving force of the project was the <br />fact that the Venetian Inn wants a smaller Venetian <br />Inn. Fahey believed this is how the project began, and <br />now the City has to make sure it is right for the <br />community. This will be the commercial center of the <br />community. <br />Collyard stated that development is a gateway project <br />to the City. Collyard felt the equation was simple - <br />what works for the City plus what works for the <br />developer equals a development. Collyard stated that <br />that is his mission statement. The gateway project is <br />being put together with the City in mind. <br />Fahey stated that it is incumbent upon the Council to <br />decide what it expects out of the project. Fahey <br />stated that the Council has not done so because other <br />than the information presented by Mr. Collyard, the <br />City does not have anyone defining the project who is <br />on its team. <br />The City Planner stated that as part of the Comp Plan <br />update, he has been trying to identify what the area <br />looks like, what the community wants for redevelopment. <br />The Comp Plan talks about location of kinds of <br />development important for the City in this area. One <br />would be a public gathering open space that the City <br />can use as its center. Goals for the area have also <br />been identified. <br />Collyard replied that this is the concept of the <br />Gateway Project which in addition to the town square <br />should include a walking system from the senior <br />development to retail establishments and the lake. <br />Collyard felt that once the footprint is firmed up, <br />these other elements would come into play. <br />The Planner stated that his concern is that the <br />footprint will be confirmed too late and there won't be <br />room for the plaza and open space because of site needs <br />such as parking, eto. The Planner felt that Collyard <br />should know these concerns early in the project so that <br />the project can be designed accordingly. The Planner <br />stated that from a land use standpoint, the theater and <br />hotel are excellent uses because they draw traffic to <br />13 <br />
