MIN~PES <br />CITY COUNCIL <br />FEBRUARY 15, 1995 <br />property, however. <br />Fahey pointed out that the Guerin property is a big <br />part of the project, and he did not know if there were <br />votes on the Council to condemn this property if Guerin <br />does not want to sell. <br />Collyard reported that Guerin informed him that he <br />would sell; and he has the details the sale which were <br />discussed with Guerin at a lunch meeting written out on <br />a Venetian Inn place mat. <br />Fahey aqain stated that the City needs advice on <br />whether or not senior cottages are good for the City, <br />if the hotel will fit in or not, if the TIF numbers <br />work, if fast-food restaurant pads should be in front <br />of a retail mall, if the Market Place Shopping Center <br />should be eliminated or cut off. Fahey stated that the <br />City needs an expert to give it the pros and cons of <br />the various elements of the development. <br />Scalze pointed out that the City has indicated that the <br />use of TIF money is available for the redevelopment of <br />the Rice Street area. Scalze felt that TIF was the <br />only way to redevelopment the area, and feared that the <br />cottages would eat up all the available TIF dollars. <br />Scalze stated that the City only has so many TIF <br />dollars, and felt they should be used as wisely as <br />possible. <br />LaValle thought that Presbyterian I-Iomes would be happy <br />to develop an additional senior building in the area. <br />Collyard stated that he wants to make sure the whole <br />development flows and would not propose the cottages if <br />they did not fit. <br />It was suggested that another type of senior housing <br />would be preferable than the cottage concept. <br />Fifield asked what is driving the redevelopment program <br />and whether the City has decided what it wants the area <br />to be. Fifield noted that this is an opportunity to be <br />the center of the community. Fifield stated that he <br />was struck with the struggle of suburban communities to <br />create identity, and noted that the City has not said <br />what it wants. <br />12 <br />
