MINUTES <br />CITY COUNCIL <br />FEBRUARY 15, 1995 <br />flavor than Edina, and that an urban square as part of <br />the Gateway Project was a community need. <br />Scalze asked about input on design and financing. <br />Fahey felt the City needed to develop the design <br />standards it wants. If Collyard cannot meet those <br />standards, then the first step would be to put out a <br />Request For Proposal. <br />The City Administrator pointed out that the City has <br />been waitinq for information from Collyard in order to <br />analyze the financial feasibility of the project. The <br />City needs to analyze the amount of TIF assistance the <br />developer feels is necessary as well as the effect of <br />that assistance on the City's LGA and HACA dollars if <br />Collyard's proposal is to drive the redevelopment. <br />DeLonais pointed out that the project has been <br />discussed for over 20 months, and the developer has <br />still not submitted financial information. <br />Fahey felt that the City also needed to lend more <br />definition to the project, describinq the town square <br />area it wants, for example. Otherwise the development <br />will only result in additional strip malls. If the <br />City is not interested in the senior cottage concept, <br />it must say so. <br />Collyard reported that he has always furnished the <br />number, however, they have not been complete. The next <br />numbers submitted will be more complete. <br />Fifield felt that the City needed planning, financial, <br />marketing, and urban design advice on this project. <br />Fifield pointed out that the City has the opportunity <br />to design its downtown area. <br />Fahey stated that he would be more concerned about the <br />urban design piece than the marketing piece. <br />The Planner pointed out that there are a lot of options <br />from the marketing standpoint. The Planner stated that <br />the mix of uses seems to make sense, and that the <br />tenants would have put together their own market <br />studies.
