MINUTES <br />CITY COUNCIL <br />FEBRUARY 15, 1995 <br />Market Place Shopping Center into the Ramsey County <br />Government Center. The property would be off the tax <br />rolls, but it would have a spin-off effect of bringing <br />many people into the area who would patronize <br />businesses in the City. <br />The Planner felt that senior housing was a good use <br />because the City has an aging population, and there are <br />seniors in the City looking for this type of housing. <br />Pedersen asked if the City could dictate the type of <br />senior housing. <br />The Planner replied that the City could. <br />Scalze asked if the City Administrator could meet with <br />Collyard and City consultants and get the loose ends <br />pulled together. <br />The Administrator stated that there are a lot of <br />variables. The City can either work from Collyard's <br />proposal or start a new one. The issue of senior <br />housing needs to be addressed. The Administrator <br />suggested that a workshop could be called to brainstorm <br />about a redevelopment vision. <br />Fahey felt that the area should be developed in a way <br />that would be the least troublesome long-term pointing <br />out that he was concerned about senior cottages causing <br />problems after 15 or 20 years. The project also needs <br />to incorporate a town square design. <br />Fifield pointed out that the City can work on how the <br />land will look but that will not tell the Council the <br />economic reality of the project. <br />Pedersen noted that the north side of Round Lake needs <br />to be addressed as well. <br />The Planner felt that this area would tie into the <br />project. The Planner suqgested that the Council read <br />through the Comp Plan update as it addressed Rice <br />Street and the Gateway area. <br />Fahey felt the concept needed to be tied together in <br />both words and pictures. Fahey suggested that the <br />Planner and Financial Consultant put together an image <br />concept. Collyard will then get the numbers to the <br />16 <br />
