MINUTES <br />CITY COUNCIL <br />FEBRUARY 15, 1995 <br />Therefore, it is important to get the financial <br />information. <br />Fahey pointed out that the City was talking about the <br />redevelopment of Rice Street four years ago. Fahey <br />felt the City should spend some money to plan for the <br />redevelopment of the area, and should not continue to <br />sit back and wait. <br />Morelan agreed, but did not feel a delay of a couple of <br />weeks would matter. <br />Scalze suggested that the two issues may need to be <br />addressed together, but did not think the concept plan <br />needed to have a lot of detail. Scalze suggested that <br />concepts with and without the Market Place should be <br />considered. <br />Fahey felt that the Market Place will have to be <br />demolished since once the new retail space is <br />developed, the Market Place tenants will want to locate <br />in that space. <br />Scalze felt both should be done in a light touch. <br />Morelan felt Collyard should work with the City <br />Administrator, Planner, and Financial Consultant on a <br />basic concept plan that includes green space. Also, <br />the numbers should be run to see if the project is <br />feasible. This information should then be presented to <br />the Council. <br />Fahey felt that the developer of the cottages should <br />comment on the concerns raised with that proposal. <br />The Administrator asked if the developer built <br />alternative senior projects. <br />Collyard replied that the developer built cottages, but <br />he built alternatives. Collyard suggested the <br />developer come in and discuss his proposal and <br />substantiate it. Collyard stated that at the same time <br />he would bring in some alternative senior concepts. <br />There being no further business, the workshop was <br />adjourned at 9:18 P.M. and continued until 6 P.M. on <br />18 <br />
