MINUTES <br />CITY COUNCIL <br />FEBRUARY 15, 1995 <br />City and the Financial Consultant can analyze them. <br />Fahey suggested that the cottage development as <br />proposed may be too tight and there was need for more <br />open space in that area. <br />Fifield agreed that 112 cottage units was a lot of <br />housinq and suggested that he look at the physical <br />layout. Fifield suggested that the market study for <br />the senior housinq was a critical piece of information. <br />Pedersen pointed out that the hotel abuts right up to <br />the cottages, and suggested the need for more green <br />space in that area. <br />Fahey suggested that the cottage developer meet with <br />the Council to discuss his concept proposal. <br />Collyard again stated that he will get the numbers to <br />the City Administrator, and that he will have more <br />information for the subcommittee. <br />Fifield stated that he would look at how the project <br />fits together, where TIF dollars are coming from, when <br />those dollars come on line, what they will be used for, <br />what makes the project work or not work, and why <br />certain elements are critical to the project. <br />Morelan felt it important to get the financial <br />questions answered before the project goes much <br />further. Morelan also pointed out that the question <br />has not been answered as to why it is important to tear <br />down the Market Place. <br />Fahey asked if the City should do some preliminary <br />design work. <br />LaValle suggested that the Council review the numbers <br />first. <br />Fahey stated that he was inclined to do both so as not <br />to delay the project. <br />Collyard stated that he would work closely with City <br />staff and consultants on revising the plan to address <br />the issues brought up tonight. <br />Morelan pointed out that if the project does not work <br />financially for Collyard, it will not for anyone. <br />17 <br />
