MINUTES <br />CITY COUNCIL <br />FEBRUARY 15, 1995 <br />must fit the design concept of the center. <br />DeLonais pointed out the Rapid oil building in front of <br />the northern portion of the Rice At C Center, and the <br />difficulty that center has had filling the space behind <br />Rapid Oil. <br />Collyard stated that it was a mistake to put a lube <br />business in front of retail. Collyard reported that he <br />has discussed this with the property owner, who agreed. <br />Collyard also reported that he will direct tenants to <br />the Rice At C complex in order to help fill this space. <br />Scalze was concerned that the outlot pads would make <br />Rice Street look like franchise row. <br />DeLonais felt there was the need for a good, family- <br />style restaurant in the area. <br />Collyard again pointed out the plans for an American <br />restaurant as well as plans for the existing oriental <br />restaurant to locate next to the movie theater. <br />It was pointed out that a portion of the DeLonais <br />property was mistakenly included in the project. Fahey <br />asked if there would be problems providing adequate <br />parking for the grocery store without a portion of the <br />DeLonais property. Fahey asked why the eastern portion <br />of the Market Place Shopping Center would be replaced <br />with senior cottages and suggested that the entire <br />shopping center remain. Fahey noted that there are <br />concerns that TIF will not support the infrastructure <br />for the cottages. Fahey also suqgested that the <br />developer move forward with portions of the project. <br />Fahey suggested that the City needed some advice on the <br />project's feasibility, pointing out that it cannot be <br />determined if the project will work from the numbers <br />which have been submitted so far. <br />Fahey stated that he was not sure the TIF dollars that <br />would be available would support redoing the <br />infrastructure for the cottages. Fahey pointed out <br />that the project must have a lot of value in order to <br />replace the value of the commercial buildings which <br />will be taken out. <br />The City Administrator agreed, and asked if the value <br />of the project will be sufficient to support the <br />3 <br />
