MINIITES <br />CITY COUNCIL <br />FEBRUARY 15, 1995 <br />Fahey felt that the City needed someone to serve in an <br />advisory capacity. Fahey stated that he did not want <br />to be in a position where the developer comes in with <br />firm plans and the Council then informs him that it <br />does not like the cottage concept, for example. Fahey <br />felt the City needed to get advice on whether or not <br />the various concepts make sense. <br />Collyard stated that he did not see the plan as set, <br />but rather an exchange of why and how and when. <br />Collyard reported that some changes have come up at a <br />meeting this morning, and he would be meeting with the <br />subcommittee at a later date to discuss them. <br />LaValle pointed out that the Council still does not <br />know who is behind the development. <br />Collyard replied that the subcommittee knows. <br />LaValle stated that the Council needs to know the <br />financial stability of the people behind the project. <br />LaValle asked when this information will be presented. <br />Fahey stated that if the backers know the deal is a <br />good one and they are experienced and know the project <br />will keep moving, they should not be hesitant to put <br />their names forth as well as divulge financial <br />information. <br />Collyard replied that as he consummates the <br />negotiations, he will then see what is necessary from <br />the City and the group. <br />Fahey stated that he wanted to get going on the <br />project. He asked the Council for a 30 day extension, <br />and it appears that Collyard is making progress. <br />However, the City also has the option of putting out <br />requests for proposals. There may be a developer out <br />there interested in the project. Fahey stated that the <br />City wants to see some finality to the project and <br />wants information on the financiers in order to <br />increase their comfort level. Fahey asked if the <br />investors were there only if certain aspects of the <br />project go forward. <br />Collyard replied that the three anchors must be there, <br />they are financing themselves, and he does have those <br />anchors.
