MINUTES <br />CITY COUNCIL <br />FEBRUARY 15, 1995 <br />industrial/warehouse area that is accessible, but not <br />retail space. <br />LaValle did not believe the bingo hall would survive in <br />an industrial park without being close to retail. <br />Collyard stated that he has some strategies that he <br />would be discussing with the City. <br />Fahey pointed out that as the retail is developed, the <br />developer will have to make decisions about who the <br />best tenants are for the project. <br />LaValle pointed out that the bingo hall would not need <br />its rent to be subsidized. <br />Collyard stated that he is dealing with Gene Fasciana <br />on some property at Jackson and Little Canada Road. <br />This would be a possible location for the bingo hall. <br />DeLonais asked if Collyard had a lease with the bank. <br />Collyard replied that he had a letter of intent. <br />Fahey asked at what point does the Council approve or <br />disapprove of the various concepts being worked on. <br />Fahey suggested that the City needs some outside input <br />on the feasibility of cottages, for example, and <br />whether or not the eastern portion of the Market Place <br />Shopping Center property is a dead area. Fahey felt <br />that before the Council signs off on the concept it <br />should have information from someone representing the <br />City which says that the cottages are a good <br />development and make sense for the City, and that the <br />hotel concept makes sense. Fahey stated that he did <br />not want to end up with another Market Place Shopping <br />Center 25 years from now. <br />Collyard stated that sometimes the developer isn't as <br />recognizable until he brings in his troops. Collyard <br />felt that when the City finds out who is backing him, <br />it will realize there are outside sources helping to <br />make the project the right one. If the cottages do not <br />cut it, they will not be there. Collyard stated that <br />he has the best subdeveloper he could find, and that <br />subdeveloper is very recognizable. Collyard reported <br />that he has backers who are in the national arena. <br />6 <br />
