MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 1995 <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, LaValle, Fahey, Pedersen. <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that the County has <br />done an excellent job on this matter, and has gone <br />above and beyond what they normally do on recycling <br />projects in presenting information and researching <br />options. <br />Scalze pointed out that the City has been working on <br />the trail issue around Keller Parkway since 1988. <br />AUSTRALIAN Fahey pointed out that the direction of the Council to <br />RIGHT-OF-WAY staff at the last meeting was to determine whether the <br />ISSUES Australian cul-de-sac could be located in such a way as <br />to equally impact the adjacent property owners. <br />The City Administrator reported that he has not been <br />able to come to a consensus with the property owners <br />involved. There appears to now be three options for <br />the Council to consider. One would be to proceed with <br />a street improvement within a 40 foot right-of-way for <br />Jackson Street. This may be the least costly <br />improvement option. However, the majority of the <br />property owners in the neighborhood oppose this option. <br />The second would be to condemn the land needed for a <br />cul-de-sac improvement at the end of Australian Avenue. <br />Condemnation will increase the cost of the improvement. <br />The third option would be to address the issue at the <br />time that Bluwood and Australian are reconstructed. <br />Perspectives of the property owners may change over <br />time. However, this option would delay the Tima <br />property division. <br />Pedersen suggested that unless someone gives on the <br />cul-de-sac issue, the Jackson Street road improvement <br />is the only option. Pedersen asked if a 26 or 28 foot <br />wide road could be constructed within a 40 foot right- <br />of-way. <br />Fahey stated that he will not support the road option <br />since the majority of the property owners are opposed <br />to it. <br />Pedersen pointed out that the Council has taken the <br />position in the Gateway Project that it will not <br />22 <br />
