The road improvement would not impact the <br />Morelan property, and he would still have a <br />subdividable lot just like he has now. Scalze was <br />concerned about the cost of condemning property for the <br />cul-de-sac easement. <br />Fahey did not believe the costs would be very high. <br />Berniece Magnuson submitted a petition signed by 8 <br />property owners in the area which indicates that they <br />were not opposed to the street improvement. There are <br />approximately 24 property owners on Bluwood and <br />Australian. Magnuson indicated that she would likely <br />have been able to get more signatures if she had more <br />time. <br />Pedersen asked the cost of condemnation. <br />The City Administrator estimated the cost at $4,000 to <br />$5,000 for one parcel based upon past research. <br />Pedersen again pointed out the City's position that it <br />would not condemn property for the Rice Street <br />redevelopment project. Now the Council is discussing <br />condemning property for a cul-de-sac improvement. <br />Pedersen stated that he did not understand the logic. <br />Scalze pointed out that the Council is at an impasse <br />because a variance requires four affirmative votes of <br />the Council. Scalze asked how many affirmative votes <br />would be necessary to approve a thoroughfare plan for <br />area. <br />The City Administrator pointed out that a petition for <br />a local improvement requires a simple majority for <br />ordering the improvement, while a 4/5ths vote of the <br />Council was required for a Council initiated <br />improvement. <br />Pedersen pointed out that a 33-foot right-of-way exists <br />for Jackson Street. Pedersen suggested that the City <br />would be merely acknowledging that right-of-way and <br />adding 7 feet to it to make 40 feet. <br />Scalze pointed out the previous discussion of a 30 foot <br />right-of-way for Gilanderi Lane.
