MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 1995 <br />CoMP PLAN The City Planner reported that based on previous <br />Council discussion, he has revised the land use map for <br />the Minnesota Street area changing some of the auto- <br />related commercial to regional commercial. The <br />Planning Commission has discussed this change as well <br />as the Rice Street corridor in general, and feel that <br />more emphasis should be placed on aesthetics rather <br />than land use. <br />Scalze was concerned that the Planning Commission was <br />focused on one development, which is not allowed in the <br />B-3 District at this time. <br />Pedersen pointed out that the Planning Commission is <br />saying that the City should not be focused on the use, <br />but rather whether or not the development is high <br />quality. Pedersen suggested that the City look into <br />architectural standards so that the focus is not so <br />much on use, but rather what the business looks like. <br />Fahey agreed that if architectural standards are met, <br />the City would not have to be as concerned about use. <br />Scalze pointed out that the particular business that is <br />being discussed is not allowed in the B-3 District. <br />Pedersen pointed out that if architectural standards <br />can be met, there would be less concern with type of <br />use. <br />Scalze pointed out that auto body is not allowed in the <br />B-3 District. <br />Pedersen did not see the need to be hung up on the type <br />of use if performance standards are met. <br />Scalze felt that the line must be drawn somewhere, <br />pointing out that the City would not want to see <br />asphalt recycling done on Rice Street. <br />Morelan felt that there still needed to be some sort of <br />use standards. <br />The Planner agreed since different uses made different <br />demands for services and relate to the surrounding area <br />differently. The Planner also pointed out that certain <br />uses compliment one another, and people will not <br />frequent certain uses if they are isolated from other <br />29 <br />
