MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 1995 <br />the area. <br />Benson reported that the Schroeder~s are talking with a <br />number of different people about their property. <br />Benson asked if the moratorium is lifted, if the B-3 <br />Zoning would still be in place. <br />The City Planner replied that that was correct. <br />Fahey pointed out that the City will not be ready until <br />later this year to adopt the updated Comprehensive Plan <br />and proceed with any rezonings the Council might feel <br />necessary. Fahey felt it not fair to hold up the <br />property owners for that length of time, and suggested <br />that the City let the moratorium expire. If a <br />development proposal is made that the City does not <br />support, the Council can deal with that issue if it <br />arises. <br />Benson reported that the Schroeder~s want the ability <br />to bring a development proposal to the City Council. <br />Fahey again suggested that the moratorium expire. <br />Fahey also stated that he would like more information <br />on imposing architectural standards as part of the Comp <br />Plan update. <br />The City Planner pointed out that in the text of the <br />Comp Plan there are a couple of pages related to the <br />Gateway Project. The Planner stated that he tried to <br />lay out what he felt would be a reasonable approach to <br />this project in the text, addressing open space issues, <br />integrated architecture, landscaping of certain areas, <br />etc. The Planner stated that it is difficult to define <br />what kind of architecture someone likes. Developers <br />coming into the City need to know on the front end what <br />will be expected of them. <br />The Planner presented a sketch of what the Gateway <br />Project could look like. The Planner stated that he <br />was concerned that the concepts presented by the <br />developer are getting away from the original intent of <br />the project. The Planner pointed out that his sketch <br />includes the components proposed by the developer, <br />pulling these away from the intersection of Little <br />Canada Road and Rice Street. The plan also includes <br />pedestrian walkway connections throughout the project. <br />31 <br />
