MINi7TES <br />CITY COUNCIL <br />FEBRUARY 22, 1995 <br />Morelan suggested that the Engineer also look at the <br />Woodlyn Avenue crossing given that it does seem to have <br />visual interference. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 95-2-55 - AUTHORIZING THE CITY ENGINEER <br />TO MAKE APPLICATION FOR THE ISTEA FUNDING PROGRAM FOR <br />IMPROVEMENT OF AT-GRADE RAIL CROSSINGS <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Morelan, Pedersen, Fahey. <br />Nays (0). Resolution declared adopted. <br />GILANDERI/ Fahey reported that the City Attorney has found some <br />VIKING DRIVE verification that 25 foot road easements do exist in <br />ROAD IMP. the Gilanderi Lane/Viking Drive area. Fahey stated <br />that it is his understanding that staff is reaommending <br />that the City proceed to construct a road improvement <br />in this area that would consist of an 18 foot wide mat <br />subject to confirmation and rededication of the road <br />easements. Fahey suggested that given the narrow width <br />of the pavement, the road be made a one-way street. <br />This would lessen the impact in other situations where <br />property owners miqht request a less-than-standard road <br />width. <br />Scalze pointed out that there is still some question as <br />to who the road dedication was conveyed to on the loop. <br />The City Administrator reported that the property <br />owners are willing to dedicate a 30 foot right-of-way <br />for both the road and water main improvement. The road <br />mat is being proposed at 18 feet wide, however, in the <br />loop area, staff is proposing that the existing 10 to <br />12 foot width be replaced. There are issues to resolve <br />with MN DOT within this looped area. The Administrator <br />also pointed out that Mr. Smith has indicated that he <br />does not wish to dedicate any additional right-of-way. <br />The City Attorney feels that there is a 25 foot <br />easement existing, however, the legal status of that <br />easement needs to be researched. If the 25 feet does <br />exist, the improvement could be done with no additional <br />right-of-way needed. The Administrator also felt that <br />should the loop option not be workable some sort of <br />turn-around should be provided for near 2205 Arcade <br />8 <br />
