MINI7TES <br />CITY COUNCIL <br />FEBRUARY 22, 1995 <br />restrictions placed on the use of TIF funds. <br />Scalze felt that restrictions should be placed on <br />cities that heavily used TIF, rather than the cities <br />that did not. When other cities were using this <br />funding, Little Canada did not attract the high valued <br />commercial/industrial businesses because it was not <br />offering TIF. <br />Scalze pointed out the City's efforts to redevelop Rice <br />Street, which would help Little Canada as well as <br />Roseville. The area is blighted, and the redevelopment <br />would include a senior housing component. <br />Morelan felt there was the need for more incentives to <br />attract volunteer fire fighters. Morelan pointed out <br />that Little Canada does not get as much state aid for <br />fire relief benefits as some of the neighboring cities <br />do, and asked if there were any bills on the floor to <br />address this area of state aid. Morelan also reported <br />that there was a loophole in the formula where some <br />insurance companies were not required to pay the 2% fee <br />based on insurance premiums. <br />The Administrator stated that he thought some <br />corrections were made during the last session to <br />address fire state aid distributions. <br />Scalze thanked Broecker for her recent responses to <br />concerns raised by Little Canada residents. <br />Broecker stated that she did respond to a couple of <br />inquiries raised by Little Canada residents, and <br />thanked the Council and staff for information that they <br />provided her with in order to respond. <br />Morelan asked about bills on the state grant program <br />for higher education, and asked if these bills excluded <br />private colleqes. <br />Runbeck replied that the bills are targeted towards low <br />income students. Broecker did not believe private <br />colleges were excluded. <br />Fahey thanked Senator Runbeck and Representative <br />Broecker for meeting with the Council this evening, and <br />asked that any responses to issues raised this evening <br />be directed to the City Administrator. <br />5 <br />
