MINUTES <br />CITY COUNCIL <br />FEBRUARY 22, 1995 <br />subject to this law. It was also pointed out that <br />cities have their own ban on gifts and asked why the <br />State needed to mandate to cities on this issue. <br />Runbeck thought there may be changes in the law <br />addressing educational forums to which a whole group of <br />people are invited. Runbeck was not sure why school <br />districts were exempted. <br />LaValle expressed concern that school districts are not <br />being held accountable. <br />Fahey expressed concern that school districts were not <br />required to hold their elections the same time as <br />general elections are held. Fahey pointed out that the <br />Roseville School District has chosen to go to an odd- <br />year election cycle, which will allow the Roseville <br />voters to control school board elections. Fahey also <br />felt it more efficient from a cost standpoint to have <br />uniform elections. <br />Scalze pointed out that Little Canada makes up one- <br />third of the Roseville School District, but cannot get <br />anyone elected to the school board because of the <br />election cycle the School District has chosen. Scalze <br />suggested that the theory is that only the most <br />interested voters will then vote in school board <br />elections. Scalze agreed that it would cut costs for <br />everyone to have uniform elections. <br />Fahey also pointed out that elected officials should be <br />subject to election by the largest group of voters, not <br />just the most knowledgeable. Fahey pointed out that <br />the School District is responsible for the largest <br />share of the tax dollar, and they are the least <br />accountable. <br />Runbeck asked if the City had an HRA or EDA. <br />Fahey replied that the City has an EDA, but it has not <br />been very active. The City will be trying to put some <br />dollars into its EDA to help facilitate redevelopment <br />of the Rice Street area. <br />Scalze pointed out that Little Canada did not use TIF <br />when it was popular to do so, therefore, has no pool of <br />money established to assist in redevelopment projects. <br />Runbeck stated that there will be additional <br />4 <br />
