MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />FEBRUARY 28, 1995 <br />Pursuant to due call and notice thereof a special <br />meeting of the Council of the City of Little Canada, <br />Minnesota was held on the 28th day of February 1995 in <br />the Conference Room of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Michael Fahey chaired and called the meeting to <br />order at 5:38 P.M. and the followinq members of the <br />Council were present at roll call: <br />MEMBERS PRESENT: Mayor Mr. Michael I. Fahey <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Steve Morelan <br />Council Member Mr. Bob Pedersen <br />Council Member Mrs. Beverly Scalze <br />ALSO PRE5ENT: City Admin. Mr. Joel Hanson <br />City Attorney Mr. Tom Sweeney <br />Prop. Owner Mr. Carl Schroeder <br />The purpose of this evening~s special meeting is to <br />consider the extension of a moratorium in B-3 Zoning <br />Districts of the City and to consider redevelopment <br />issues involving the Rice Street and Little Canada Road <br />area. <br />Mayor Fahey explained that he requested this meeting <br />based on conversations he has had with some property <br />owners impacted by the Gateway Project. Specifically, <br />Dr. Allen and Roy Guerin did not agree with the <br />statements made by Mr. Collyard at our workshop meeting <br />of February 15, 1995. The Mayor further indicated that <br />Mr. Guerin has stated that he will be pursuing a <br />filling station development on his property located at <br />the corner of Rice Street and Little Canada Road as <br />soon as the moratorium on B-3 Zoning Districts is <br />lifted. Fahey recommended to the Council that we <br />extend the moratorium for the redevelopment area as <br />long as legally possible and authorize staff to enter <br />into negotiations for the purchase of the Guerin <br />property. Should negotiations not be fruitful, then we <br />should proceed with condemnation actions to acquire <br />that site. <br />1 <br />
