MINUTES <br />CITY COUNCIL <br />MARCH 6, 1995 <br />The City Administrator anticipated that the City would <br />have preliminary results of the survey within the next <br />month to six weeks. <br />Fahey agreed that the survey will provide some <br />information on a broader basis. Fahey stated that he <br />could see the Council convening meetings with the <br />Planning Commission and the Park & Recreation <br />Commission as well as business people to decide the <br />components that would best be included in a <br />redevelopment project. Fahey asked the time frame for <br />finalizing the development guide. <br />Fifield replied that that depends on what is negotiated <br />to be done. Fifield reported that the proposal tries <br />to define the big picture. There is the need to work <br />with the Council to define what needs to be done. <br />There is also the need to build on the information that <br />has already been compiled and to create a product that <br />will be helpful to the City. Fifield envisioned the <br />process being completed during 1995 and affecting <br />decisions during 1996. <br />Fahey stated that at the end of 1995, the City would <br />expect as an outcome a plan for the principle <br />redevelopment area. That plan would tell the City what <br />uses are good, and what sort of mix of retail uses <br />would be most beneficial. <br />Schroeder stated that they would want to make sure they <br />leave the City with no questions about what would work <br />on the site. <br />Fahey asked if the process would include assistance in <br />soliciting bids from developers. <br />Fifield replied that that assistance could be provided <br />if it is a part of the outcomes. Fifield reported that <br />part of what comes out of the process is a framework <br />for Requests for Proposals. The process will also tell <br />the City how much tax revenue the redevelopment <br />projects will generate, how much TIF assistance would <br />be possible, and how much of the potential project <br />scope the City could afford to undertake. The process <br />will also tell the City what will happen with the <br />redevelopment of Little Canada Road, and prepare the <br />City for that project. Fifield pointed out that Little <br />Canada Road will be rebuilt, and that reconstruction <br />8 <br />
