MINUTES <br />CITY COUNCIL <br />MARCH 8, 1995 <br />Rusty Fifield of Ehlers & Associates met with <br />representatives of TCF to find out where they are with <br />the sale of the Market Place property and determine if <br />there was any interest in working with the City. Fahey <br />reviewed a March 9th letter submitted by Team <br />Properties, managers of the Market Place Shopping <br />Center. The letter indicates that TCF has no intention <br />of tearing down the property. TCF has leases with <br />Rainbow Foods through January 31, 1996 and is talking <br />with Gateway Foods about location of a franchise store <br />in the center after that date. They also have a lease <br />with Snyders through January 31, 1996, and will <br />negotiate a long-term lease with Snyders once <br />discussions have been concluded with Gateway Foods. <br />Team Properties also indicates in the letter that they <br />have not heard that any other tenants are leaving the <br />center, nor is the center in financial trouble. Team <br />Properties asks that the Council extend the Conditional <br />Use Permit granted to the shopping center in August of <br />1993 for driveway relocation as well as the variance <br />granted in March of 1994 for a freestanding sign. <br />The City Administrator pointed out that the CUP <br />approval has expired. Iiowever, the Council can extend <br />the sign variance if it so desires. <br />Pedersen asked why the work has not been done at the <br />shopping center. <br />Fahey reported that TCF indicated that they are <br />confident that when long-term leases are finalized, <br />they will go forward with the work. TCF also indicated <br />that if the City goes forward with another shopping <br />center project as part of the redevelopment of Rice <br />Street, that will only benefit the Market Place <br />Shoppinq Center since their rents will be more <br />competitive. TCF is interested in selling the Market <br />Place Shopping Center. However, they have no agreement <br />with Gary Collyard at this time. TCF expressed concern <br />with representations that are being made by Mr. <br />Collyard which they feel are disruptive to their <br />ability to negotiate long-term leases with their <br />tenants. Fahey felt it time that the City step in and <br />control the redevelopment process. <br />Morelan asked why Team Properties is not present this <br />evening to request the CUP and Variance extensions. <br />13 <br />
