MINUTES <br />CITY COUNCIL <br />MARCH 8, 1995 <br />Collyard suggested that rather than refund the $7,500, <br />the money be put toward the cost of the consulting <br />group. Collyard reported that The Venetian Development <br />Corporation would like to contribute these dollars <br />toward the study so that they might have first crack at <br />the project. Collyard suggested that the consulting <br />group look at what The Venetian Development Group. If <br />for some reason their development team doesn't meet the <br />criteria, then they will say they gave their best <br />effort. Collyard felt that they could put together the <br />best project the City has ever seen, that will identify <br />the City and be a long-term project that will enhance <br />the City. <br />Fahey stated that he supported the refunding of the <br />deposit. Fahey pointed out that he is relatively new <br />to the Council, and in January had asked the Council to <br />wait and see what The Venetian Development Corporation <br />could produce. Fahey stated that he did not give <br />Collyard's comments much credibility in terms of <br />statements that he has made about tying up various <br />pieces of property only to find that this is not the <br />case. Fahey pointed out that the City has a major <br />tenant wondering why the City is participating in a <br />project that is enticing tenants from their building. <br />Fahey pointed out that the City is reluctant to remove <br />the Market Place Shopping Center, and is not sure it is <br />a good idea to do so. There is also question about <br />whether or not senior cottages make sense. Fahey felt <br />it time the City take control of the planning for <br />redevelopment of Rice Street. As a result of that <br />planning, Fahey stated that he would not be surprised <br />if it is recommended that the Market Place Shopping <br />Center stay where it is. There may be room in that <br />area for an additional senior high-rise. Fahey pointed <br />out that there is nothing that would preclude Mr. <br />Collyard from continuing to act in his capacity on <br />behalf of The Venetian Inn. However, Fahey stated that <br />he was not comfortable with Collyard's representing the <br />City as its chief developer. <br />Fahey stated that from his standpoint, hiring the <br />consultant group to prepare the development guide was <br />the right decision. The City wants to assist The <br />Venetian Inn and the Market Place Shopping Center and <br />end up with a good redevelopment project along Rice <br />Street. Fahey stated that he would feel comfortable <br />knowing that people representing the City's interests <br />16 <br />
