MINU'i'ES <br />CITY COUNCIL <br />MARCH 8, 1995 <br />are telling the City whether or not a certain type of <br />use is a good idea, rather than accepting the word of a <br />developer who is interested in making money. <br />Fahey stated if the development guide is pursued <br />aggressively, in 9 or 10 months the City will have this <br />plan in place that will lay out a design for <br />redevelopment of the area that the City is comfortable <br />with. At that point Mr. Collyard would be welcome to <br />bid on projects provided that he has control of <br />properties in the area. <br />Collyard reported that up until now he has been told <br />not to option any properties until the City knows which <br />way it is going. Collyard reported that he did talk to <br />Dr. Allen about the sale of his property. <br />Fahey replied that Collyard told him he and John Vitale <br />talked to Dr. Allen about his property. Fahey pointed <br />out that John Vitale is not one of the principles in <br />The Venetian Development Corporation. Fahey stated <br />that the City does not get straight answers from <br />Collyard, but rather mixed messages. Fahey stated that <br />if the City does designate someone as a developer for <br />this project, it needs the confidence that the <br />developer is a good one. <br />Collyard pointed out that in bringing the Welsh Company <br />to that table, a lot of credibility is generated. <br />Fahey asked if Collyard has a written letter of <br />commitment from Welsh Company. Fahey also asked which <br />plan Welsh was interested in, pointing out that the <br />City does not support the last plan submitted which <br />showed involvement of the DeLonais property. <br />Collyard replied that Welsh would construct either the <br />plan he had or the one drawn by the City Planner. The <br />City needs to tell Welsh how the City will participate. <br />Will the City acquire properties, what is the TIF <br />participation, etc. <br />Fahey pointed out that the plan Collyard had with him <br />this evening was the one showing the free-standing <br />buildings in front of the strip center. The center is <br />also encroaching onto the Winter property. <br />Collyard replied that that was correct, but pointed out <br />17 <br />
