MINUTES <br />CITY COUNCIL <br />MARCH 8, 1995 <br />study gives Collyard more of a lock on the type of uses <br />that would go into the area. Fahey pointed out that <br />the City wants an independent analysis. He also stated <br />that he is confident that the groups that made the <br />presentation to the Council on March 6th can generate <br />the data the City needs on an independent basis. <br />Collyard reported that he and Welsh Company have <br />factual data. They are asking to assist the City in <br />its study so that they can have first crack at the <br />development. <br />Fahey felt there was a problem with Collyard assisting <br />the City given the lack of progress that has been made. <br />The City believes it can do the study it wants without <br />assistance from Collyard and Welsh Company. If either <br />party is interested in making a proposal once the study <br />is completed, they would be free to do so. <br />Collyard felt that the study extended the entire <br />development process, again pointing out that he is <br />willing to contribute the factual data he has <br />accumulated thus far. <br />Fahey stated that thus far the City does not have a <br />development process. Proposal after proposal has been <br />submitted in a confusing and disorderly manner. Fahey <br />stated that the City needs to get a handle on the <br />process. The City also needs to find out what will <br />work from a TIF standpoint. <br />LaValle pointed out that the City does not know if the <br />project will work because Collyard has failed to submit <br />any numbers. <br />Scalze stated that she thought the subcommittee of the <br />Council in meeting with Collyard had the sense that <br />there was some real intent on the part of the <br />developers. <br />Collyard reported that he introduced the subcommittee <br />to representatives of a grocery store chain, drug <br />store, and theater. He submitted letters of intent <br />from Welsh indicating their interest in being part of <br />the team. Collyard reported that the interest is real, <br />and it has taken a long time to put together that <br />interest. Collyard pointed out that the timing is not <br />as long as it took to put together the Maplewood <br />19 <br />
