MINUTES <br />CITY COUNCIL <br />MARCH 8, 1995 <br />that the Winter property can be eliminated from the <br />plat. The plan shows a future development pad on the <br />DeLonais property, but that is shown on the plan for <br />future reference. <br />The City Administrator reported that this drawing is <br />different from the one that he reviewed with Collyard <br />and Welsh Company earlier this week. <br />Collyard replied that there are two variations in the <br />plan. Collyard felt that snapshots of the plan can be <br />used to get the project going. Collyard reported that <br />Welsh wants to know what the City will do from a TIF <br />participation standpoint. Collyard reported that he <br />explained to Welsh that the City is looking at an <br />assisted-living high rise, so he is bringing in a sub- <br />development on that. He has discussed the proposal <br />with Presbyterian Homes and Craig Avery who is a sub- <br />developer. The senior high rise would be a component <br />which would cut down the senior cottage concept to 40 <br />to 60 units. <br />Fahey stated that it is clear from the workshop that <br />the City is interested in defining the uses and setting <br />a vision for the area. Fahey pointed out that when <br />Collyard met with the City Administrator one of the <br />proposals was a shopping center that would take down <br />the DeLonais home. <br />Collyard explained that was a future development. <br />Fahey pointed out that another variation is to take out <br />property that the City may not want taken out. Fahey <br />suggested that Collyard continue to work with The <br />Venetian Inn and find a site that would be suitable to <br />them. Fahey pointed out that there is a good <br />possibility that nothing may be done to the Market <br />Place Shopping Center. The numbers will be run to see <br />what is feasible and what is not. The Market Place may <br />remain and the City may put TIF dollars into other <br />areas of the redevelopment project. <br />Collyard felt that in bringing in Welsh Company, given <br />their performance background, this company can expedite <br />and facilitate the study of any consulting group the <br />City hires. <br />Fahey felt that the City's using the $7,500 toward the <br />18 <br />
