MINUTES <br />CITY COUNCIL <br />MARCA 8, 1995 <br />make some moves, and there are other business owners <br />wanting to do things with their property as well. <br />Vitale was concerned that another study would delay the <br />process another year. Vitale also stated that he <br />thought efforts should be concentrated on Rice <br />Street/Little Canada Road, not the entire City. <br />Fahey pointed out that the consultants have indicated <br />that the study can be completed in 9 or 10 months. <br />Fahey also noted that the impact of redevelopment must <br />be considered for the entire City. While the main <br />focus will be on the Rice Street/Little Canada Road <br />area, the study will include the length of Rice Street <br />as well as Little Canada Road to the railroad tracks. <br />Vitale pointed out that if a hotel/restaurant is built, <br />they would not want to be across the street from vacant <br />property. Vitale also questioned leaving the Market <br />Place Shopping Center as is with no improvements to the <br />site. <br />Fahey stated that he was not in favor of tearing down <br />the Market Place in order to replace it with senior <br />cottages. Fahey pointed out that the Market Place <br />owners are confident that should the right development <br />occur along Rice Street, they will have additional <br />tenants moving into their facility. Fahey stated that <br />he was not interested in spending TIF money to tear <br />down the Market Place, if the money can be better spent <br />in another segment of the redevelopment. <br />Vitale stated that he hoped the Council kept the <br />pressure on the consultants to get the study completed. <br />Fahey replied that the Council will have a timeline for <br />completion of the study at its next meeting. The <br />Council would like to see the study completed within <br />nine months. <br />Bill Malgren, Ultimate Golf, reported that he would <br />like to expand his building, but cannot because of the <br />moratorium that the City has on the area. Malgren <br />reported that the delays in making decisions on the <br />redevelopment of Rice Street are costing him money. <br />Malgren asked that the Council move expediently on this <br />matter. Malgren also pointed out that he has signed a <br />letter of intent to sell his property to Mr. Collyard. <br />Malgren reported that Mr. Collyard has worked well with <br />23 <br />
