MINUTES <br />CITY COUNCIL <br />MARCH 22, 1995 <br />Paving in the amount of $864,976.00. This bid was <br />below the Engineer's estimate. The Engineer pointed <br />out that last year the Jackson/Old Country Road <br />C/Lakeshore project was bid with bids being rejected at <br />that time. This project was rebid along with the 1995 <br />Improvements, and came in approximately $37,000 less <br />than last year's bid. The Engineer reported that his <br />firm has worked with Valley Paving in the past, and he <br />felt they were capable of doing the work. Therefore, <br />the recommendation was to award the low bid to Valley <br />Paving. <br />Morelan asked about changing specifications on Old <br />County Road C to lower the road. <br />The City Engineer reported that he would be holding a <br />neighborhood meeting to discuss this option with the <br />property owners. Should they agree, a change-order <br />will be brought to the Council for approval. <br />Mrs. Scalze introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 95-3-86 - AWARDING THE BID OF VALLEY <br />PAVING IN THE AMOUNT OF $864,976.00 FOR 1995 STREET AND <br />WATER MAIN IMPROVEMENTS AS RECOMMENDED BY THE CITY <br />ENGINEER <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Morelan, Pedersen, Fahey. <br />Nays (0). Resolution declared adopted. <br />RICE STREET/ Rusty Fifield, Ehlers and Associates, reported that <br />LITTLE CANADA the Council met on March 6th to discuss a proposal <br />ROAD he prepared for a work program for the creation of a <br />DEVELOPMENT development guide for the Rice Street/Little Canada <br />FRAMEWORK Road area. Fifield reported that tonight he would like <br />to touch on the objectives of that work program as well <br />as the time line. The first objective would be to <br />conduct a thorough analysis of the development issues <br />in the study area. Once that is done, a practical and <br />effective development guide would be prepared to serve <br />as a tool for shaping the public and private <br />investment. The process would be coordinated with and <br />would complement the process of updating the City's <br />Comprehensive Plan. The community would be involved in <br />the planning process.
