MINUTES <br />CITY COUNCIL <br />Ni~RCH 22, 1995 <br />process would also identify and describe steps to be <br />taken to implement study findings and recommendations. <br />The project would be completed in a timely manner, and <br />would provide the capacity and flexibility to deal with <br />immediate concerns and projects that occur during the <br />planning process. <br />Fifield proposed that the process would begin <br />approximately April 1st and would be completed by <br />September 4th. It would include a fiscal analysis, <br />physical/design analysis and demographic analysis <br />leading into a market analysis. Fifield reported that <br />early in the process fiscal and market information <br />would be reviewed so that the financial capacity of the <br />City would be identified in order to promote the <br />physical analysis and determine what fits with the <br />market. Fifield reported that the time line is an <br />ambitious one, but this is a criteria that the Council <br />made clear at the March 6th workshop. <br />Morelan stated that his main concern was that he was <br />not sure where the process would lead the City. The <br />City is hoping the result will be some good development <br />in the Little Canada Road/Rice Street area. Morelan <br />asked how long the various components of the report <br />would remain valid. <br />Fifield reported that the shelf life of the components <br />varies. The physical and design components would have <br />the longest validity and Fifield estimated would remain <br />valid for quite some time. The implementation steps <br />for public improvements and land acquisition could not <br />be taken all at once and would stretch out over a <br />number of years. Fifield suggested that Mary Bujold <br />from Maxfield Research comment on the length of time <br />market data would remain valid. <br />Scalze reported that a number of market analyses have <br />been done in the area, and it appears that traffic <br />counts play a major role in what happens in an area. <br />Scalze suggested that any developers interested in the <br />Rice Street/Little Canada Road area would have their <br />own market analysis done. Scalze asked if work was <br />beinq duplicated by the City doing a market analysis, <br />and will the City's analysis make any different to <br />developers. Scalze also asked how heavily residents <br />are included in the process. <br />7 <br />
