MINUTES <br />CITY COUNCIL <br />MARCH 22, 1995 <br />vacation schedule would result in one week less <br />vacation for one employee for each of the next couple <br />of years. The Administrator suggested that this <br />employee be held to the existing vacation schedule <br />until he reaches 16 years of service. Then the new <br />schedule would apply. <br />Fahey noted paragraph B on page 24 which requires that <br />employees absenting themselves from assigned duties <br />should notify his/her immediate supervisor at the <br />earliest possible time. Fahey suqgested that this <br />paragraph be kept in mind when discussing the section <br />on Fire Department Volunteers. <br />Fahey suggested that in paragraph C on page 26 the <br />words '~result in" be changed to "be cause for'~. It was <br />the consensus of the Council to eliminate the first <br />paragraph under "Outside Employment". It was noted <br />that references to "he" and "his" be changed to <br />"he/she" and "his/her". It was also the consensus of <br />the Council to eliminate the section entitled "Receipt <br />of Outside Financial Benefit" since this circumstance <br />is already addressed in "Outside Employment". <br />On page 29 the Council agreed that paragraph A under <br />"Use of Staff Vehicles~~ should be ended after the <br />phrase "for personal reasons". On page 30, paragraph <br />D. the word "Council" was changed to "Administrator". <br />In the sixth paragraph on that same page, the word "is" <br />was changed to "are". <br />Council discussed the section on "Multi-Department Head <br />Status". Fahey felt there was no need for this <br />section, suggesting that should a problem arise, it <br />could be addressed by the City Administrator. Fahey <br />felt that this provision sent out the wrong signal. <br />Scalze reported that she contacted Vadnais Heights and <br />Arden Hills reqarding the examples raised by the Fire <br />Chief. In Vadnais Heights the Fire Chief does not <br />respond to all calls when working in his capacity as <br />Public Works Superintendent for the County. Scalze <br />reported that the City Administrator of Arden Hills <br />informed her that their Public Works Superintendent is <br />leaving to take a full-time Fire Chief's job for <br />Andover. He also reported, however, that the multi- <br />department head status did not work for their city, <br />caused problems, and was difficult to monitor. <br />2 <br />
