MINUTES <br />CITY COUNCIL <br />MARCH 22, 1995 <br />Fahey felt the situation would be adequately addressed <br />by the section on outside employment. <br />Scalze was concerned that that would leave the <br />situation up to the City Administrator to track. <br />Fahey felt that the policy was clearly singling out the <br />Fire Chief position, but pointed out that this section <br />could apply to Canadian Days as well. Fahey did not <br />feel the policy was appropriate or necessary given the <br />Outside Employment section. Fahey pointed out that <br />should Jim Morelan be offered the Fire Chief position, <br />the Fire Department may restructure those duties to <br />accommodate him. <br />Scalze stated that she has not heard that from the Fire <br />Department. <br />Fahey did not believe Jim Morelan's serving as the Fire <br />Chief was the City's business unless it would conflict <br />with his duties as Park & Recreation Director. <br />Morelan felt that the policy sent the wrong message to <br />the community. Morelan pointed out that another person <br />serving as Fire Chief may also hold a full-time job. <br />Under this policy the City is saying that it is O.K. <br />for a company to allow one of its employees to serve as <br />Fire Chief, but the City will not allow one of its <br />employees to do so. <br />Fahey felt that if the City discouraged volunteers, it <br />might have to hire a full-time Fire Chief. Fahey asked <br />why the City would want the expense associated with <br />such a position. Fahey stated that he is not lobbying <br />for Jim Morelan to fill the position of Fire Chief if <br />it is not a role that he can effectively fill. Fahey <br />stated that he is suggestinq the City let the policy on <br />outside employment work. <br />Pedersen pointed out that the Director has indicated <br />that he takes approximately 50 hours per week to do the <br />job of Park & Rec Director. Pedersen suggested that <br />this type of demand would preclude his filling the <br />position of Fire Chief as well. <br />Fahey suggested that the Fire Department could have an <br />Administrative Chief and a Fire Command Chief.
