Pedersen pointed out that the <br />concern is not only the additional duties that the <br />employee would have to perform, but public perception <br />as well. <br />Fahey suggested that the provision state that an <br />employee cannot hold multi-department head status if <br />the duties of each position conflict. <br />Scalze suggested that the Administrator, Fahey, and <br />Pedersen sit down and reword this provision to <br />accomplish what is being discussed. <br />Morelan sugqested that the situation may never come up, <br />and if it does, the Council should address it at that <br />time. <br />Scalze suggested that the provision remain, and that <br />the Council address the situation should it arise. <br />Fahey asked if there were three Council Members in <br />favor of striking the provision. There were not. <br />LaValle felt that the Council needed to look at the <br />long-term, and pointed out that should the Director <br />wish to take the Fire Chief position, it could affect <br />his career as Park & Rec Director if the situation is <br />not handled corrected. <br />Pedersen agreed that it must be addressed, suggesting <br />that multi-department head status should require <br />Council approval on an annual basis. Conditions should <br />also be established in order for approval to occur, and <br />if it is found that the situation is not working, the <br />status should be abandoned without much debate. <br />Pedersen again mentioned the public perception problem. <br />LaValle pointed out that Director's taking the Fire <br />Chief position would O.K. as long as the best interests <br />of the City and the Director can be met. <br />The City Administrator was instructed to draft some <br />revised language for the Council to review. <br />6 <br />
