Fahey again pointed out that if no <br />one volunteers to perform the duties of Fire Chief, the <br />City will pay a lot more money to hire a Chief. <br />The City Administrator stated that he can see that the <br />Multi-Department Head Status provision may send the <br />wrong message. However, if Jim Morelan indicated that <br />he wanted to be Fire Chief, the Administrator stated <br />that he would be concerned. A solution, however, may <br />be to split the Chief's duties. The Administrator felt <br />that if that day comes, the City and Fire Department <br />would be able to sit down and work out the details. <br />Fahey suggested that the section be removed with the <br />understanding that should Jim Morelan be interested in <br />the Fire Chief position, the position would not be <br />accepted without further review of the issue with the <br />City Council and City Administrator. <br />Scalze suggested that the section remain in the policy <br />until the issue presents itself. <br />Morelan felt the section sent the wrong message. <br />The Director stated that the way it stands, he would <br />not accept additional duties that would impact his job <br />performance as Park & Rec Director. Whether he would <br />take the position of Fire Chief, the Director stated <br />that he did not know. The Director pointed out that <br />this provision was adopted at the time he accepted the <br />Park & Rec Director position. The Director indicated <br />that the Fire Department has taken offense to the <br />policy because it dictates to them who can or cannot be <br />Fire Chief. <br />Scalze pointed out that this was a condition of the <br />Director's employment, and was discussed with him at <br />the time he was hired. <br />Fahey pointed out that the issue was not discussed with <br />the Fire Department. Fahey suggested that a policy <br />which affects the Fire Department should not be adopted <br />without discussing it with them first. <br />Pedersen suggested that the policy be amended to state <br />5 <br />
