MINUTES <br />CITY COUNCIL <br />APRIL 24, 1995 <br />Boss suggested that individual discussions with the <br />consultants may help business owners to alter their <br />plans if the consultants have some ideas that the <br />owners will accept. Someone designing a plan should <br />have input from the business owners to know where the <br />owners are at and what possibilities exist. <br />Fifield stated that input from the business owners will <br />provide a qood test for the concepts that the <br />consultants will come up with. However, that is later <br />on in the process. <br />Joe Vitale stated that in September the business owners <br />want to see a clear picture. <br />Fahey suggested that until the consultants gather more <br />information and input, it is too early in the process <br />for individual meetings with business owners. Fahey <br />agreed that on September 8th the City will want to be <br />in a position to go out and solicit proposals. <br />Fifield requested that they not be asked to write the <br />last chapter of the plan before writing a couple of the <br />first chapters. The consultants understand that on <br />September 9th the plan submitted must have legs. There <br />is time between now and September 9th to build to that <br />point. <br />Fahey noted that individual owners will have their <br />interests in mind and they will want to lobby so that <br />the consultants do not come back with a textbook design <br />that they will not be happy with. Fahey stated that if <br />business owners want to talk to the consultants one-on- <br />one, he would ask the consultants to accommodate that <br />request since he would rather include that input than <br />exclude it. <br />Fifield suggested that we see what happens at the town <br />meeting, and then bring the issue back to the steering <br />committee. <br />It was pointed out that a buffer zone is necessary <br />north of the Iona Lane homes, with the additional <br />sugqestion that a buffer be provided for the Lakeside <br />Apartments. <br />Mark Lendway suggested that Rice Street on the south <br />and north fringes be excluded from the study. <br />Mary Bujold, Maxfield Research, replied that the study <br />is focusing on the Rice Street/Little Canada Road area. <br />However, there are traffic and other issues on the <br />north and south along Rice Street. Therefore, there <br />are reasons to include these areas in the study to get <br />11 <br />
