MINUTES <br />CITY COUNCIL <br />APRIL 24, 1995 <br />Existing retail liquor store is definitely a <br />destination use. Good service and trans-qenerational <br />customers. Right turns in and out of the location also <br />a plus. <br />Most established businesses along Rice Street have <br />repeat business. <br />Turn lanes on Rice Street are screwy, and in some areas <br />there are impediments to turning. The State has <br />favored left turns into Roseville rather than Little <br />Canada. <br />Rice Street may be milled this year. The City should <br />contact the State and provide input on the turn-lane <br />situation. <br />Perceptions for area north on Rice Street: No reason <br />to go up there. Would access 694 via 35E. No <br />businesses up there. That area is industrial on Little <br />Canada side, residential on Roseville side. Only go as <br />far north as the bingo hall or Champion Auto. There <br />may be people traveling 694 west of Rice Street to go <br />to and from work. <br />Corner of the City near Highway 36 and Rice 5treet is <br />heavily developed with multiple-family housing. Those <br />people use Rice Street. People on east side of the <br />City use 35E or Highway 36. <br />Winter property and Iona Lane - non-conforming homes - <br />buffer issues. <br />Round Lake is a pretty lake - an asset. <br />Widening of Little Canada Road will be of interest. <br />County Road C and Rice Street is really the gateway to <br />Little Canada. If Little Canada Road/Rice Street is <br />not made a destination, it is really not a gateway. <br />Perhaps misnomer to call Little Canada Road/Rice Street <br />the gateway because it will not create volume of <br />traffic. Look at something more destination use for <br />the area. Unless destination, it will not be primary <br />gateway to the City at all. orient the project so it <br />is a destination. <br />County Road C/Rice Street is a strip center area, and <br />we do not want that at Little Canada Road/Rice Street. <br />What is motivating the County to upgrade Little Canada <br />Road - Little Canada Road is ~~Main Street Little <br />Canada" from Rice Street to Lakeshore. Upgrading so <br />they can turn it back to the City. County Road C is <br />7 <br />
