MINUTES <br />CITY COUNCIL <br />APRIL 24, 1995 <br />Road. County Road C is a through street, while Little <br />Canada Road is not. At the intersection of Lakeshore <br />Avenue, drivers have the choice of utilizing County <br />Road C(nicer pavement, two lanes, through street) <br />versus Little Canada Road. Only take Little Canada <br />Road if going to the Market Place. If going to Rice <br />Street, would take County Road C. <br />Little Canada Road is a hodge/podge in terms of <br />development. Lack of continuity. Disjointed. <br />Many people do not use the freeways and are using Rice <br />Street instead. <br />People living on the west side of the freeway may use <br />Rice Street more than those living on the east side. <br />People on the east side of the freeway may use Edgerton <br />street and Highway 61 to access competing uses over at <br />Maplewood Mall, for example. <br />Destinations along Rice Street and Little Canada Road <br />must be attractive and places that people will want to <br />go. <br />Many businesses survive on drive-by traffic. Must be <br />destination businesses along Rice and Little Canada <br />Road as well. <br />When exiting Iona Lane it is easier and takes less time <br />to turn left and go to County Road C and then to 35E <br />than it is to turn right and go to Little Canada Road. <br />From a liquor retail standpoint, percentage of <br />customers from Shoreview and Little Canada are the <br />same. A greater percentage of customers come from <br />Roseville. Customers are coming from as far north as <br />Highway 96. <br />It is easier to get to Rice Street from other cities <br />than it is from Little Canada. <br />Rice Street is not really a shopping street and never <br />has been. <br />County Road B-2 should be factored in. <br />The Rice Street area near Highway 36 is a real <br />destination area - U.S. Swim & Fitness, fast food <br />restaurants. <br />One of the real questions is can you have a <br />destination-type use that will make it and be <br />effective? <br />6 <br />
