MINUTES <br />CITY COUNCIL <br />APRIL 26, 1995 <br />Fahey replied that the reality is that the cul-de-sacs <br />should be put in when the streets are reconstructed. <br />At this point the City can acquire the easements, give <br />the Tima's access to their property, and approve a <br />property division. Perhaps a gravel cul-de-sac would <br />be adequate until the time the roads are reconstructed. <br />Scalze pointed out that the City does not know the cost <br />of the cul-de-sacs. <br />Pedersen pointed out that even if the lot split issue <br />did not exist, the City still has to address the access <br />issue. Pedersen noted that there is not a lot of <br />support for the improvement of Jackson Street, <br />therefore, the cul-de-sac appears to be the preferred <br />option. Pedersen suggested that the City obtain the <br />easements it needs for the cul-de-sac, and that <br />construction occur at the time the streets are <br />reconstructed. Pedersen pointed out that the access <br />issue is something which should have been addressed <br />many years ago. <br />LaValle reported that he informed one of the property <br />owners that the cul-de-sac will cost him more, and he <br />indicated that he did not care. <br />Scalze again suggested that an improvement hearing be <br />held to inform these property owners of the additional <br />cost. <br />Fahey pointed out that the cost estimates the City has <br />are based on assumed land acquisition and condemnation <br />costs. Fahey felt it reasonable to grant a lot split <br />subject to dedication of the right-of-way for the cul- <br />de-sac. Again, Fahey indicated that the Morelan's will <br />dedicate their portion. Staff can work with the <br />property owners to determine placement issues as well <br />as whether easements will be dedicated cooperatively. <br />Morelan pointed out that the estimated assessment of <br />$52 to $54 per front foot is considerably higher than <br />what the City has assessed in the past for similar <br />projects. Morelan felt this rate would push the <br />benefits received test. <br />The City Administrator indicated that he was concerned <br />about the rate. He suqgested that this issue will be <br />addressed in Council discussions on the street <br />12 <br />
