MINUTES <br />CITY COUNCIL <br />APRIL 26, 1995 <br />owner preferred the second option, which included <br />paving the dead-end street with 30 foot paved radius <br />cul-de-sac located on the Lehner/Gawreluk properties <br />immediately north of Highway 36 right-of-way. Street <br />width would be 20 feet. Estimated cost $740 per lot. <br />This third option is the same as Option 2 with the <br />addition of curb and gutter. Estimated cost $2,475 per <br />lot. <br />The Administrator suggested that the City can pursue <br />the State for more participation in the project, <br />however, success is doubtful. <br />Mr. Fahey introduced the following resolution and moved <br />its adoption: <br />RESOLUTION NO. 95-4-112 - APPROVING THE IMPROVEMENT OF <br />GILANDERI LANE/VIKING DRIVE WITH IMPROVEMENT TO CONSIST <br />OF LOOPED STREET CONSISTING OF 18 FOOT PAVED SURFACE TO <br />SERVE ALL DRIVEWAYS AND 12 FOOT PAVED SURFACE ALONG <br />HIGHWAY 36 RIGHT-OF-WAY, SUBJECT TO RECEIPT OF WAIVERS <br />OF RIGHT TO APPEAL SPECIAL ASSESSMENTS FROM THE <br />PROPERTY OWNERS INVOLVED FOR ASSESSMENTS FOR ROAD, <br />WATER MAIN, AND BURYING UTILITIES, SUBJECT TO THE <br />PROPERTY OWNERS GRANTING THE NECESSARY EASEMENTS FOR <br />THE PROJECT, SUBJECT TO THE CITY ATTORNEY RECONFIRMING <br />EASEMENTS THAT MAY ALREADY EXIST, AS WELL AS DEDICATION <br />OF ANY RIGHT-OF-WAY NECESSARY TO FACILITATE <br />CONSTRUCTION <br />The foreqoing resolution was duly seconded by LaValle. <br />Ayes (5) Fahey, LaValle, Pedersen, Scalze, Morelan. <br />Nays (0). Resolution declared adopted. <br />Morelan asked if an improvement hearing was necessary <br />for the street project. <br />The City Administrator replied that if the City <br />receives a petition for the street improvement, an <br />improvement hearinq would not be necessary. The <br />Administrator felt the biggest issue was getting a <br />consensus of the property owners and Waivers of Right <br />to Appeal Assessments. If Waivers are not obtained <br />from 100% of the property owners, the Council will have <br />to decided whether or not to proceed with the project. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />19 <br />
