MINUTES <br />CITY COUNCIL <br />APRIL 26, 1995 <br />were present, and 10 of those 11 indicated that they <br />preferred Australian and Bluwood to remain dead-end <br />streets. Morelan also pointed out the letters the <br />Council has in their agenda packets from many of the <br />property owners in the area in support of the cul-de- <br />sac improvement versus Jackson 5treet improvement for <br />the same reasons he outlined. <br />Morelan noted that the City Planner has indicated in <br />his report that the Tima lots would be better if access <br />is provided via cul-de-sacs versus through street. <br />Morelan again stated that he had no problem with the <br />Tima property division, but feels that access to those <br />lots should be via cul-de-sacs rather than the <br />improvement of Jackson 5treet. Morelan pointed out <br />that the City Engineer's estimates show the cost of the <br />two options are fairly close -$23,000 for two 30-foot <br />paved cul-de-sacs and $24,000 for Jackson Street. <br />There may be approximately $3,000 in savings to the <br />City in the doing the street improvement since the <br />trail improvement planned on the Jackson Street right- <br />of-way would not need to be done. Morelan suggested <br />that over the long run the cul-de-sac options would <br />likely be less expensive since the street would have <br />8,800 square feet of pavement that would need <br />maintenance, and the cul-de-sac would have 5,600 square <br />feet of pavement area. There would also be 630 feet of <br />curb and gutter on the street and 380 feet on the cul- <br />de-sacs. Morelan also pointed out that the City's <br />street lighting policy provides for street lights on <br />each corner. There would be a monthly cost to the City <br />for each of these street lights. <br />With regard to the issue of school bus access, the City <br />Planner's report indicated that currently school buses <br />do not go down Australian or Bluwood on a daily basis. <br />Morelan reported that this is not true since his son is <br />picked up each day by the school bus. Typically, it is <br />not a full-sized bus, but on occasion it has been. <br />Morelan pointed out that there is somewhat of a cul-de- <br />sac at the end of Bluwood, which makes turning around <br />on that street easier than Australian. Morelan agreed <br />that it would be easier for a school bus to access the <br />area if a street or cul-de-sac improvement is done. <br />However, it is possible for school buses to get in and <br />out of Australian and Bluwood if the school district <br />wants to send the buses in. <br />5 <br />
