MINUTES <br />CITY COUNCIL <br />APRIL 26, 1995 <br />dividing his property, if the City can find a way for <br />him to do it. On the lot split issue, Morelan noted <br />that the Park & Recreation Commission has asked for a <br />cash park charge in lieu of land. Given the fact that <br />some time in the future the adjacent railroad tracks <br />may be abandoned, Morelan suggested an easement from <br />the end of Australian to the tracks should be <br />considered. Morelan pointed out that these abandoned <br />tracks have been used for trail purposes in other <br />cities, and should the tracks be abandoned, Little <br />Canada may want to consider development of a trail. A <br />walkway easement to the tracks would provide access. <br />With regard to the street issue, Morelan indicated that <br />his primary reason for opposing the improvement of <br />Jackson Street is that he prefers living on a dead-end <br />street. Morelan reported that he bought his property <br />15 years ago, and that he had grown up in the area. <br />When he purchased the property, the City's standard for <br />a residential street right-of-way was 50 feet. There <br />is only 33 feet of right-of-way for Jackson Street. <br />Knowing that he would not give up any land for the <br />street, and looking at the depth of the Tima property, <br />it was evident that there was no room for a 50 foot <br />right-of-way. Morelan stated that he felt confident <br />that Jackson Street would never be improved, otherwise <br />it was likely that he would not have purchased the <br />property. Morelan indicated that there are several <br />advantages to living on a dead-end street, one of which <br />is less traffic. The City Planner has indicated that <br />he does not believe there will be additional traffic in <br />the area as a result of the improvement of Jackson <br />Street. Morelan pointed out that there is no traffic <br />there now because the street does not exist. There may <br />not be more cars in the neighborhood, but there will be <br />more traffic. Morelan also pointed out that he has <br />four small children that play in the street and front <br />yard. This area is safe now because Bluwood is a dead- <br />end street. If Jackson Street is improved, that will <br />change. Morelan felt a dead-end street was a deterrent <br />to crime since it is not as inviting to criminals to <br />have to exit the area the same way they came in. <br />Improving Jackson Street will provide a place for <br />criminals to park in a dark, secluded area, and allow <br />them to leave the area easily. <br />Morelan noted in the minutes of the neighborhood <br />meeting that was held last year, 11 property owners <br />4 <br />
