MINUTES <br />CITY COUNCIL <br />APRIL 26, 1995 <br />the matter. <br />Morelan felt that the safety of his children would be <br />compromised by the improvement of Jackson Street. The <br />grade differential from Bluwood to Australian was <br />pointed out, and he felt there was a safety hazard to <br />children on bikes because of it. <br />Morelan asked if there has been input requested from <br />the railroad on this issue. Staff replied that there <br />was not. <br />Morelan noted that earlier in the meeting the City <br />proclaimed Arbor Day. The construction of Jackson <br />Street would result in the loss of approximately 12 <br />trees, most of which are 12 to 18 foot pine trees. The <br />improvement of the cul-de-sacs would result in the loss <br />of one cottonwood tree. <br />Fahey stated that he opposes the construction of <br />Jackson Street even though that option has been <br />recommended by both the City Planner and Planning <br />Commission. Fahey recalled that the only times the <br />City has varied from Subdivision Code requirements for <br />street width is for Valento Lane and Payne Avenue since <br />through streets were preferred for fire safety reasons. <br />The City is currently debating a 30-foot right-of-way <br />width for Gilanderi Lane. <br />Fahey pointed out that the construction of Jackson <br />Street would impact adjacent property owners, who want <br />no part of the improvement. Fahey also pointed out <br />that the objectives listed in the Planner~s report were <br />more favorably met by the cul-de-sac than the street. <br />These are: <br />oStreet design which preserves property owners <br />ability to subdivide where possible. <br />oStreet design which permits flow and turnaround <br />of automobiles without the use of private property. <br />oStreet design which permits flow and turnaround <br />of service trucks. <br />oStreet design which permits efficient public <br />maintenance. <br />+aStreet design which minimizes negative impacts to <br />otherwise uninvolved parcels. Fahey stated that <br />he could see aggregious impact to properties as a <br />result of the street improvement. <br />oStreet design which permits access to school buses. <br />7 <br />
