MINOTES <br />CITY COUNCIL <br />APRIL 26, 1995 <br />Fahey indicated that there is no compelling <br />evidence that a through street would result in <br />school buses going through the area. If a decision <br />is made because of the school bus issue that would <br />destroy the nature of the neighborhood because of <br />it, something is wrong. <br />#Street design which adheres to City standards as <br />nearly as possible. Fahey pointed out that <br />neither the street nor cul-de-sac design meets <br />City standards. <br />oStreet design which results in most attractive <br />lot layouts after subdivision. Fahey felt that <br />lots on a cul-de-sac would be preferable to <br />having a street in front from a privacy and <br />land area standpoint. <br />aSatisfy neighborhood concerns. Fahey pointed out <br />that the vast majority of the neighborhood prefers <br />the cul-de-sac option. <br />Fahey did not believe that the City should do something <br />that would fundamentally destroy the neighborhood. He <br />noted that the property owners bought on cul-de-sac <br />streets. The City Planner has indicated that the <br />improvement of Jackson Street would not result in much <br />additional traffic, therefore, why put in a through <br />street. Fahey felt the cul-de-sac improvement made the <br />most sense. The City already has the right-of-way it <br />needs on Bluwood Avenue. Some additional right-of-way <br />is needed on Australian. Fahey felt the Australian <br />cul-de-sac should be placed so that it takes right-of- <br />way fairly from the Tima, Magnuson, and Morelan <br />properties. If a variance is needed, the City should <br />approve the variance which recognizes and preserves the <br />nature of the neighborhood. Fahey also noted that the <br />City needs to correct the situation where vehicles are <br />turning around on private property in order to exit <br />Australian Avenue. <br />Fahey indicated that Mr. Tima has no legal right to a <br />lot split. However, a cul-de-sac improvement would <br />allow Mr. Tima to divide his property into three lots <br />provided that the necessary right-of-way at the end of <br />Australian can be obtained. Fahey pointed out that the <br />Tima's and Morelan's are willing to dedicate the right- <br />of-way. Should the Magnuson's not be willing to <br />dedicate the right-of-way, the City will have to <br />address that situation.
