MINiJTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MAY 24, 1995 <br />Pursuant to due call and notice thereof a workshop <br />meeting of the Council of the City of Little Canada, <br />Minnesota was held on the 24th day of May, 1995 in the <br />Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Michael Fahey chaired and called the meeting to <br />order at 6:10 P.M. and the following members of the <br />Council were present at roll call: <br />MEMBERS PRESENT: Mayor Mr. Michael Fahey <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Steve Morelan <br />Council Member Mr. Bob Pedersen <br />Council Member Mrs. Beverly Scalze <br />ALSO PRESENT: City Admin. Mr. Joel Hanson <br />Admin. Asst. Mrs. Kathy Glanzer <br />STREET The purpose of tonight~s workshop is to review the <br />ASSESSMENT proposed street assessment policy. Fahey pointed <br />POLICY out that the City~s previous policy was to assess 80% <br />of the cost of the road improvement and 100% of the <br />cost of curb and gutter. Fahey stated that he was <br />interested in maximizing the amount assessed while <br />still meeting the benefits received test. Fahey asked <br />the definition of a rural street. <br />The City Administrator replied that a rural street is <br />one that has not been built to City standards and does <br />not have curb and gutter. <br />Fahey asked the type of improvement that would occur <br />should Greenbrier Street, for example, be upgraded. <br />Morelan replied that the street would be upgraded to <br />meeting urban standards. Under the policy, the City <br />would assess 100% of the cost of curb and gutter plus <br />85% of the cost of an 8"/3" section. The cost of any <br />street improvements above the 8"/3" standard would be <br />borne by the City including the cost of storm sewer. <br />Morelan reported that this policy was enacted because <br />the City knew it was pushing the benefits received test <br />in assessing 80% of street reconstruction costs. <br />Morelan pointed out that the Becker assessment was <br />appealed under this policy, and the City won that <br />appeal. <br />1 <br />
