Scalze felt that a cul-de-sac lot <br />should pay the same assessment as a 100 foot wide lot, <br />if the lot area is the same. If lot area is considered <br />as the basis for the assessment for some lots involved <br />in a project, it should be used for all the lots. <br />Council discussed the assessment of rectangular lots as <br />we11 as the fact that the policy provides for a 75 foot <br />minimum assessment and a 125 foot maximum assessment. <br />The Administrator reported staff discussed the issue of <br />assessing cul-de-sac lots, specifically the situation <br />on Australian Avenue where all the lots are relatively <br />the same size. In a situation like this, it may make <br />sense to assess a street reconstruction project on a <br />per unit basis. <br />LaValle pointed out that the street assessment policy <br />must be written so that it can apply to the entire <br />City, not just the Australian Avenue neighborhood. <br />Morelan agreed that the bottom line assessment must be <br />equal and fair to all property owners. <br />The City Administrator pointed out that if a <br />reconstruction project were assessed on Australian, the <br />Morelan lot would be assessed for 76 feet of frontage, <br />the Tima lot 90 feet, and the Magnuson lot 108 feet. <br />Most of the remaining lots along the street would be <br />assessed at 100 feet. On Bluwood, the average lot <br />width is 100 feet, the Morelan lot would be assessed <br />96.5 feet, Tima lot 87 feet, and the Tima house 92 <br />feet. <br />Scalze did not feel the Magnuson property should <br />receive the highest assessment. <br />Morelan agreed that along Australian Avenue it would <br />seem that a per unit assessment would be the most <br />equitable. <br />Scalze asked how this could be done if it is not <br />spelled out in the policy. <br />The Administrator suggested amending the language to <br />provide that option. <br />Fahey pointed out that this option would likely apply <br />to new developments where lot sizes are relatively <br />equal. <br />6 <br />
