MINUTES
CITY COUNCIL
MAY 24, 1995
The Administrator suggested addinq the wording "In a
situation where it appears the result would be more
equitable treatment of property owners, the City
reserves the right to levy a per unit assessment.".
Morelan suggested that this language be added to the
preamble seotion of the policy. Fahey agreed that a
general disclaimer for unique circumstances should be
added to the policy.
Morelan suggested that the language for footage for
corner lots on paqe 4 should not be in the definition
section of the policy. Morelan questioned #$ on this
same page about why the maximum rate for a 28 foot
street would be less. Fahey and Scalze agreed with
Morelan, and the words "30 feet" were struck. Council
also agreed that the second sentence in that paragraph
should be moved to Section II.
Morelan raised a concern about assessing the cost of
curb and gutter at 100% as provided for on page 9 of
the policy. Morelan suggested that the cost of curb
and gutter be incorporated in the street reconstruction
costs and assessed at the same percentage. Morelan
pointed out past difficulties that property owners have
with the curb and gutter assessment, and also pointed
out the City's maximum assessment rate.
Council agreed that the policy should be modified to
incorporate the assessment of curb and gutter with the
street reconstruction assessment.
The City Administrator was instructed to make the
changes discussed and bring the policy back to the
Council for adoption.
There being no further business, the workshop meeting
was adjourned at 7:28 P.M.
t%1~
~ ~"'-+~1''°Z'K. - ~ W~ "~
Mic~ael I. a ey, Mayor ~"'
. `7 ~,j ~
-.,. ~~
Attest: r ~~ r'~ . ~`~~+~+.
~oe R.
