MINUTES <br />CITY COUNCIL <br />MAY 10, 1995 <br />Fahey suqgested that an RFP be put together so the City <br />has some options to look at. <br />The Administrator suqqested that the first step would <br />be to determine the status of the parcels. <br />Gagne reported that he would like to stay in his home, <br />but felt that the property from the Kandice building <br />south to the creek would be an ideal location for a <br />corporate headquarters. Gagne suggested that if Warner <br />Stellian is lookinq for two acres, the property next to <br />Quebec Apartments may be a good location. <br />Scalze pointed out that the City put out an RFP for the <br />area several years ago, and the result is the Kandice <br />development. Scalze suggested that the market miqht be <br />right to try another RFP. <br />Fifield pointed out that the City has some positive <br />cash flow from the TIF District to its advantage. <br />Therefore, the risk of assembling and carryinq the site <br />is reduced. <br />Fahey indicated that the consensus is to find out if <br />the property owners are willing to sell. Fahey <br />suggested that Warner Stellian be focused on the <br />northern parcels, with the larger, prime site on the <br />south marketed. <br />The Administrator indicated that he would like to talk <br />to the City of Roseville to find out what they did on <br />some of their sites. They have had some successful <br />RFP's recently. The Administrator also pointed out <br />that the City will have to decide on the parameters of <br />the assistance to be offered. <br />The Administrator stated Warner Stellian may not be the <br />best use for the area. Their proposal includes 4,000 <br />square feet of office space, an appliance repair <br />center, and the remainder of the building a <br />distribution warehouse. <br />Scalze suggested that this might have a lower tax value <br />than the City is looking for. <br />FiPield pointed out if the City has a project that will <br />work on its own, that is one thing.
