MINUTES CITY COUNCIL MAY 10, 1995 Fahey suqgested that an RFP be put together so the City has some options to look at. The Administrator suqqested that the first step would be to determine the status of the parcels. Gagne reported that he would like to stay in his home, but felt that the property from the Kandice building south to the creek would be an ideal location for a corporate headquarters. Gagne suggested that if Warner Stellian is lookinq for two acres, the property next to Quebec Apartments may be a good location. Scalze pointed out that the City put out an RFP for the area several years ago, and the result is the Kandice development. Scalze suggested that the market miqht be right to try another RFP. Fifield pointed out that the City has some positive cash flow from the TIF District to its advantage. Therefore, the risk of assembling and carryinq the site is reduced. Fahey indicated that the consensus is to find out if the property owners are willing to sell. Fahey suggested that Warner Stellian be focused on the northern parcels, with the larger, prime site on the south marketed. The Administrator indicated that he would like to talk to the City of Roseville to find out what they did on some of their sites. They have had some successful RFP's recently. The Administrator also pointed out that the City will have to decide on the parameters of the assistance to be offered. The Administrator stated Warner Stellian may not be the best use for the area. Their proposal includes 4,000 square feet of office space, an appliance repair center, and the remainder of the building a distribution warehouse. Scalze suggested that this might have a lower tax value than the City is looking for. FiPield pointed out if the City has a project that will work on its own, that is one thing.
