MINUTES <br />CITY COUNCIL <br />MAY 10~ 1995 <br />acquire options on the property. <br />The Administrator asked if land write-downs would be <br />based on an appraised value. <br />LaValle felt that the City needed to be flexible <br />pointing out that there may be something that the City <br />wants to aggressively pursue, while other types of <br />development would not be as appealing. <br />Fahey agreed that quality of construction could play a <br />part in determining the amount of assistance to <br />provide. <br />Gagne pointed out that the assistance plan for Kandice <br />Heights worked. <br />Scalze pointed out that this phase would involve the <br />acquisition and demolition of existing homes. <br />The Administrator summarized that quality of <br />construction and density of the site will play a part <br />in determining the amount of assistance. <br />Gagne commented that a corporate headquarters would fit <br />this criteria. <br />Scalze pointed out that when Roseville packaqed the <br />parcels off 35W, they did not target retail development <br />because of traffic concerns. <br />LaValle suqqested that the property north of Pioneer <br />Park might be a good location for an ice arena, <br />pointing out the dollars available from the State for <br />arenas. <br />Fahey felt an ice arena was a low priority in terms of <br />things that are needed in the City. <br />Scalze pointed out the traffic which Warner Stellian <br />would generate, and suggested that a distribution <br />center would add to the traffic problems in the area. <br />LaValle asked if the timetable for the Rice Street <br />study is on track. <br />Fifield replied that it was and that notices of the May <br />31st town meeting will be sent out next week. <br />7 <br />
