MINUTES <br />CITY COUNCIL <br />MAY 24, 1995 <br />Morelan stated that the Council was all in agreement <br />that more gas stations were not the answer for Rice <br />Street. Morelan pointed out that the Planner's <br />original land use proposal called for more auto-related <br />uses along Rice Street. A couple of Council Members <br />expressed concern with that proposal. Morelan stated <br />that he saw nothing wrong with some auto-related use <br />along Rice Street as long as that use was not <br />additional gas stations. <br />Morelan suggested that the Planning Commission thinks <br />the Council is trying to control development alonq Rice <br />Street by zoning. The Commission is saying perhaps a <br />better way is to have some sort of architectural review <br />process. The Commission feels it makes no difference <br />what the use of a property is as long as the building <br />is a good one. <br />The Planner stated that the Commission's primary <br />concern is the quality of the building and the <br />aesthetics related to the building. The Commission <br />feels that a very nice Abra is O.K.; and because of the <br />quality of the building, the use is acceptable. The <br />Planner stated that he understands the Council to feel <br />an auto body use or filling station having nice <br />buildings would not mitigate the negatives of the use. <br />The Planner felt discussions raised by the Planning <br />Commission were worthwhile and should be done as part <br />of the Comp Plan process. Both the Council and <br />Planning Commission should be involved in these <br />discussions so everyone understands what auto-related <br />should be defined as and to determine where you do or <br />do not want to allow auto-related uses within the <br />community. The Planner felt a joint workshop would <br />give everyone an opportunity to understand these <br />issues. <br />Pedersen pointed out the Planning Commission's <br />discussion about appearance versus function, and not <br />making Rice Street out to be something it isn't. <br />The Planner noted the Planning Commission mentioned <br />the Abra building was a nice looking building. The <br />suggestion was perhaps a nice looking auto body shop <br />was preferable to a not so nice looking dentist's <br />office. <br />Pedersen agreed looks could be more important than the <br />function. <br />15 <br />
