MINUTES <br />CITY COUNCIL <br />MAY 24, 1995 <br />ORDINANCE NO. 414 - EXTENDING A MORATORIUM IN THE B-3 <br />ZONING DISTRICT UNTIL JULY 1, 1995 <br />The foregoing ordinance was duly seconded by Fahey. <br />Ayes (5) LaValle, Fahey, Morelan, Pedersen, Scalze. <br />Nays (0). Ordinance declared adopted. <br />Mr. LaValle introduced the following resolution and <br />moved its adoption: <br />RESOLUTION N0. 95-5-143 - CALLING A PUBLIC HEARING FOR <br />WEDNESDAY, JUNE 28, 1995, AT 7:30 P.M. TO CONSIDER <br />AMENDING SECTION 912 OF THE LITTLE CANADA ZONING <br />ORDINANCE RELATING TO THE PERMITTED ACCESSORY~ AND <br />CONDITIONAL USES IN THE "B-3", GENERAL BUSINESS <br />DISTRICT <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (5) LaValle, Fahey, Scalze, Morelan, Pedersen. <br />Nays (O). Resolution declared adopted. <br />COMP PLAN Fahey noted that the Planning Commission discussed <br />UPDATE & the Council's motivation with regard to auto-related <br />REQUEST uses along Rice Street. Fahey felt the issue was <br />FOR WORKSHOP whether auto-related was the highest and best use for <br /> Rice Street. Fahey pointed out that the City has told <br /> auto body shops that they must locate in areas zoned <br /> Industrial. To allow Abra Auto Body to locate on Rice <br /> Street would give them an unfair advanta ge over other <br /> auto body shops in the City. Fahey stat ed that that <br /> was the position the Council took years ago, and he saw <br /> no reason to change it. Fahey felt that the City <br /> should be looking at what is the highest and best use <br /> for Rice Street. <br />Pedersen asked if a fast-food restaurant was the <br />highest and best use. <br />Scalze pointed out that the Commission has been <br />focusing on the Abra proposal. <br />Fahey pointed out the Planner's comments at the <br />Planning Commission meeting that there are two types of <br />uses for Rice Street. The first is local convenience <br />goods and the second is <br />that he did not want to <br />gas station/convenience <br />development will not add <br />hiqher quality buildings <br />comparison items. Fahey stated <br />see Rice Street develop with 15 <br />stores. That type of <br />commercial tax base that <br />might. <br />14 <br />
