MINUTES <br />CITY COUNCIL <br />MAY 24, 1995 <br />there is a need to define what will be allowed. The <br />Planner again pointed out the Planning Commission has <br />indicated that aesthetics should be the main issue of <br />concern rather than use. The Planner felt there was <br />value in the Council and Commission conducting a joint <br />workshop to discuss these issues. <br />It was the consensus of the Council to hold a workshop <br />meeting with the Planning Commission on Thursday, June <br />Sth, at 8 P.M., or as soon as possible after the <br />Commission completes discussion of regular agenda <br />items. <br />John Keis, Planning Commission member, reported that <br />the Planning Commission is interested in what Rice <br />Street looks like, and has used Abra as an example. <br />The Commission feels the appearance of the development <br />which occurs on Rice Street is more important than the <br />use itself. Keis felt a joint workshop of the Council <br />and Planning Commission was needed. It has been a <br />source of frustration to the Commission when their <br />recommendations have been ignored. <br />Fahey pointed out that auto-body use is not allowed in <br />the B-3 District. Therefore, regardless of the type of <br />building Abra is proposing, the use is not allowed. <br />Fahey stated that he has served on the Planning <br />Commission, and he feels it is O.K. for the Council and <br />Commission to disagree at times. Fahey stated that he <br />he appreciated the good ideas and discussion which is <br />generated by the Commission. Fahey agreed good <br />communication between the two bodies was necessary; <br />therefore, a workshop would be beneficial. <br />Scalze asked that the City Planner prepare some <br />information on what the City could do with regard to <br />design standards. <br />Fahey pointed out that the Council needs to be in a <br />position to act on June 28th since the B-3 moratorium <br />will lapse July 1st. B-2 uses could be eliminated from <br />the B-3 District, and the City can add some <br />architectural design standards to the B-3 District. <br />Fahey stated that unless the Comprehensive Plan is <br />broken, he does not feel there should be major <br />modifications to the plan in updating it. <br />Keis pointed out that in updating the Plan, the <br />Planning Commission is looking 20 to 30 years into the <br />future and trying to plan what Little Canada will look <br />17 <br />
